“An effective manager” is an ironic derogatory term for someone with positional power who lacks relevant skills or common sense to compensate for this absence.
“Effective managers” will generate unviable initiatives and meaningless metrics to prove their worth; they are easy prey for various efficiency dealers and management fads.
Although the concept likely originated in post-Soviet Russia in the 90s, the species is ubiquitous in large organizations.
The employees can deal with frustration by giving them monikers—“helicopter kids” for their obsession with some “helicopter view on the organization” or “barbarians” for spawning “tribes,” yet humor helping to deal with the stress does not deal with the organizational problem of having dunces in positions of power.
