INITIATION CRITERION: A Subjective Trigger

An initiation criterion is a trigger that makes you prefer spending resources to achieve a particular endpoint to not spending them or spending them differently.

There can never be one set of “right” initiation criteria, as there can never be one set of “right” values. Criteria will always depend on values, which inform what endpoint you deem desirable. If your house is on fire, you might consider it desirable to jump out of the second-floor window than to stay in the burning house; however, if in that house there is somebody or something of value to you, then you might consider plunging into the fire and risk your life to save the valuable one.
